How do I use Wavepad to record vocals over an instrumental?

I have figured out how to import a 2-track instrumental. Eventually I will just import each individual music track. But for now I need to figure out how to record vocals over an instrumental. I have already imported the instrumental I want to use. I have my mic set up. Now I need to figure out how to create a track to record audio over the instrumental.

Wavepad is not a multi-track recording application.
For that you will need Audacity.

You may also need Lame to encode to mp3 if desired:

You will need to set the multi-track recording function yourself.
Go to File / Preferences / Audio I/O and check:
"Play other tracks while recording new one"

After opening or importing the instrumental track into the program each time you click the red record button a new track will be created to record your vocal on.
